Install East Asian Languages (Chinese, Korean, Japanese etc) on Windows 2003 Server
Start –> Control Panel –> Regional and Language Options —> Click on “Languages” Tab –> Select “Install files for East Asian Languages”
It will ask Location of languages files : copy files from : c:\i386 (select the path of i386 folder) , Ok.
Please note that for all these changes to take effect, the server will have to be rebooted.
